In March 2007 the EU Heads of State and Government set a series of ambitious climate and energy targets to be met in 2020. These are also known as the 20-20-20 targets and “(…) committed Europe to transforming itself into a highly energy- efficient, low carbon economy.” On the 12th and 17th of December of 2008 the Council and the Parliament of the European Union, respectively, approved the climate change package with three macro targets by 2020, part of the sustainable growth priority - promoting a more resource efficient, greener and more competitive economy: a 20% reduction in greenhouse gas emissions, a 20% improvement in energy efficiency, and a 20% share for renewable sources in the EU energy mix.1
