As noted above, the Netherlands has a fully harmonized system of fit and proper testing in, based on the high CRD IV standards to be applied across all sectors, taking into account the proportionality principle. In EU financial regulation, however, the landscape is very varied. This brings us back to the central question of this chapter: can these sectoral differences be adequately explained, or should there be more cross-sectoral harmonization in line with the Dutch example?
